Sorry for spamming folks but I've apparently left out one sentence that 
was a tad bit important:

Once the wait list is in effect, men can still remove themselves from 
the wait list if they find a female player to register at the same time. 
They do not have to "buddy" each other if they do not wish to do so. 

If I haven't thoroughly confused you enough you can contact me for 
clarification
